A Discouraging Survey

I recently received a survey with my utility bill. It was a 2-page printed survey asking questions about the types of businesses and services available in the city, which types are important to us, and how available those businesses were locally. I appreciate that my local government would like to know my opinion, but I was dissappointed that this survey was not made available on the city website. This will take some poor person a very long time to tabulate all these answers. How easy it would have been to create a little php/mysql application to record citizens answers!
